Student Veteran SCO Checklist for 2026

Your School Certifying Official (SCO) is the most important person you'll work with. Walk into their office prepared with this checklist — every box you check saves weeks of processing time.

Yellow Ribbon Program — Don't Leave Money on the Table

The Yellow Ribbon Program covers tuition and fees that exceed the GI Bill cap at private or out-of-state schools. Schools voluntarily enter agreements with the VA — not all schools participate, and space is often limited. Confirm availability with your SCO before enrolling.

Find Your SCO

Every VA-approved school has a School Certifying Official. Find their name and direct phone number — not the general admissions line.

Get Your COE

Certificate of Eligibility is your golden ticket. Apply online at VA.gov. Screenshot or print it — your SCO needs this before certifying enrollment.

Request Priority Registration

Verify Yellow Ribbon Slots

Yellow Ribbon is first-come, first-served at many schools. Ask your SCO: "How many slots do you have? Are any remaining for this term?"

Submit Degree Plan

The VA only pays for courses that apply to your declared degree. Your SCO must have your official degree plan on file. Every semester, verify your courses align.

Track Your Enrollment Certification

After your SCO certifies, the VA processes Enrollment Certifications (VA Form 22-1999). Check status on VA.gov weekly — missed certs = missed payments.
